The literal meaning of the expression appears to suggest that if somebody is showing wisdom in matters of small importance but foolishness in matters of larger importance, he's being penny-wise and pound-foolish. If somebody shows care when little money is involved, but acts stupid when large sum is involved, they are simply being penny-wise and pound-foolish. But I wish to add something to it. I believe the expression holds true for a variety of other values and aspects, such as honesty and kindness.
Penny-Honest Pound-Cunning
I'm sure almost everyone of us can attest to having known someone who is honest on minute degrees, but turned out to be crook when larger and more valuable things were at stake. For instance, if a coin or a handkerchief slips out of someone's pocket, people tend to return it. At the same time, if someone drops a note of higher denomination (say five thousand rupees), many people may have second thoughts about being nice/honest and about not pocketing it. In this way, they are penny-honest and pound-cunning.
Penny-Kind Pound-Brutal
People may show kindness in little acts, such as in helping someone cross the road, but on the other hand they, in their day-to-day lives, may be involved in conflicts, trespassing of other people's lives or even physical aggression.Well, if such is the case; they are being penny-kind and pound-brutal!
Penny-Something Pound-the Opposite of It
I'm sure you can twist the expression by inserting a different quality, and create your own. And, I'm doubly sure, you will find people who will serve as an example and fit into it- 'coz, after all, authenticity is rare!
